Most Europeans live in midsized towns. The SIS Vision aims to develop Kouvola into a prototype of European regional community planning that takes sustainability and the information society into account. Kouvola enables interaction between Russia and the rest of Europe not only as a heartland of the European information society, but also when it comes to the logistical systems of trade and transportation.

The SIS Vision of the Town of Kouvola emphasizes, among other things, the principles of sustainability, betterment of the citizens' comfort, teledemocracy and e-citizenship, activeness in communal decision-making, uncompelled youth activities and the appliances of new technology.
